This study aims to develop a model that systematically analyzes regulatory factors that hinderuniversity educational innovation and to examine the suitability of the model. Several studiesrelated to regulation of universities have been conducted so far, but there are limitations inconsidering complex aspects of policy decisions. Therefore, this study presented athree-dimensional university regulatory factor analysis model that reflects the content, method,and suitability review of each regulatory requirement. In addition, an in-depth expert interview(FGI) and a survey were conducted from March to November 2021 for faculty and staff ofuniversity and colleges, and the results were applied to the proposed model to examinesuitability. As a result, it was confirmed that the proposed model is a model that can systematically analyze the regulatory factors of universities in multidimensional aspects. Throughcontinuous research, the suitability of the analysis model of regulatory factors that reflects theneeds of the university field should be improved.
