<요 약>

 본 연구는 학교운영위원회가 도입된 후 25년이 접어드는 시점에서 경북교육청 관할지역을 대상으로 공립 중등학교의 학교운영위원회 학부모위원, 지역위원 구성실태를 살펴보고 학교운영위원회의 성과, 문제점 및 대안에 대한 의견을 파악하여 학교운영위원회의 학부모위원 및 지역위원 역량 및 인식 개선을 위한 대안을 제시하고자 하는 데 있다. 본 연구는 설문지를 통한 조사 연구를 수행하였다. 경상북도 23개 각 시․군의 공립 중등학교를 대상으로 하였다. 공립 중등학교 학부모 위원 및 지역위원(1,456명)의 약 33%인 480명을 대상으로 하였으며, 불성실한 응답자를 제외한 최종 396명을 연구대상으로 하였다. 학교운영위원회의 구성과 역할에 관한 위원의 인식 분석 결과를 통해 학부모위원 및 지역위원의 대표성이 부족하다는 의견, 학부모위원 구성비율 증대가 필요하다는 의견, 소위원회 설치 및 운영이 활성화되어야 한다는 의견, 학교운영위원회 전문성 강화가 필요하다는 의견이 학교운영위원회 발전방안으로 제시되었다.

<Abstract>

 This study was to suggest the countermeasures in order to improve the parents and regional members' competence and perception in the school steering committee as an object of the jurisdiction of Gyeongsangbuk-do Office of Education at the point approaching 25 years after the school steering committee was introduced, by examining the composition status of the parents and regional members in the school steering committee in the public secondary school, and by grasping the opinion about the performance, problems and countermeasures in the school steering committee. Based on such analysis results of the perception by the parents and regional members about the composition and role of school steering committee, the opinion that the representativeness as parents members and regional members were insufficient, opinion that it needed to increase the parents members' component ratio, opinion that the installation and operation of sub-committee should be activated, and opinion that it needed to strength the specialty of school steering committee were suggested as development plan in the school steering committee.
